I do not know if JDE updated their special instructions on the Year-End ESU yet, but you will need to make sure to update new UDC table 07Y/KE. The instructions were not included with the two original year-end ESUs. You can find the document here:
E1: 07Y: 2011 Year-End UDC Table Values for 07Y|KE and 07Y|AC [ID 1384699.1]

If you do not update this UDC, your EFW2 file for the IRS will be incorrect.

Jeremey,
That document form Oracle could not be more vague. Do you know what they intend for the code field? It say it should be Employer's Company. Are they looking for the company number or just a shortened name? I haven't found what this is used for.

This was found on the Oracle Forums...little more info.
Kind of Employer is specifically for mag media and W3 Summary. It is a required field and tells the type of employer the company is. The values in the table refer to the kind of employer the company best associates themselves as.
The value for the associated company will populate the mag media. For example, if Company 00001 is None Apply, then the Company number would go in the UDC 07Y/KE for the value Description 01 =None Apply, Description 02 = 1

Codes Description 01 Description 02 Special Handling Hard Coded
00001 None Apply 1 Y

Based upon what value is selected to associate a Company Number with in the UDC table for Kind of Employer, one of the following IRS codes will be populated in the RE Record position 174 of the Federal EFW2...
F = Federal Government
S = State and Local Governmental Employer
T = Tax Exempt Employer
Y = State and Local Tax Exempt Employer
N = None Apply

In the example above, value N would populate the mag media record in the specified position
