We have not been able to resolve the issue.
We did find that the result of the error is that acrobat doesn't produce a pdf file in the shared location. A consultant from Bottomline confirmed that our version of Createforms does not need to use that piece for anything. So I have been using the network location and putting up with the error. It hasn't affected anything yet.
The network admins aren't willing to dedicate time to resolving the error from the security side because it's not a critical issue. So at this point I don't think it's ever going to get resolved. Maybe it will get cleaned up with a new release of the software.
