User's can also change the system time by being granted the 'Change the
system time' right locally on the workstation. This right can be granted
either to the user directly or to a group on the workstation to which the
user belongs.

In addition, the Windows NT Resource kit contains a utility (TimeServ.Exe -
Microsoft Q232255) which can be installed on the workstation and
synchronizes time several time/day (user selectable) without any security
changes. You do, however, have to install the service on each
workstation/server.
