Issue with applying ESUs after applying Planner ESU PF4905

All,

I have applied (extracted) Planner ESU PF4905, and ran the specialinstrs.bat file (the log was clean). However, when I log into the planner environment and run the Electronic Software Updates application, I get errors repeated through the jde.log file:

I found a similar case for 8.11 on the Knowledge Zoo, and the issue was that a certain Tools Release needed to be applied. I can find no documentation of a required Tools Release for this ESU.

Did you figure out a resolution for this? I'm getting the same errors. I would be grateful for any suggestions from anyone.

Is it my system, or is it a bad cinstall.dll?
