Administrators sharing JDE.INI file in C:\\WNNT

After changing our WTS to Win2003 server we getting this issue:
With WTS Win2003 server we as system administrators share the JDE.INI file in the c:\wnnt directory and not the ini file in our c:\documents and settings directory. Windows created our directory structure under c:\documents and settings but don’t copy the JDE.INI file.
The system then modifies the JDE.INI file in the wnnt directory as follows – the debug file to c:\wnnt\jdedebug.log and the log file to c:\wnnt\jde.log. If a new general user logs on this modified JDE.INI file gets copied the the user’s c:\documents and settings directory.
So everybody is using the same debug en jde.log file and when a user logs on to oneworld he finds one of our usernames in the User ID field. If I modify the user’s JDE.INI in c:\documents and settings directory to use the JDE.LOG file under c:\documents and settings directory the next time the user logs on to the WTS the system copies the JDE.INI file again from c:\wnnt which the system administrators are sharing. The issue is that administrators are using the JDE.INI file in c:\wnnt. Why do we as system administrators share the same ini file under c:\wnnt. do someone has the same issue with WTS on Win2003 server.
We are using OneWorld XE B7333 with SP22_Y1

That's because W2k3 does not truly use terminal services the way W2K used to. You must now make the box a true terminal server (with licensing) in order to share an application. Admin mode with application sharing is gone.
