Security - form P4006/W4006B Address Type

I have the need to secure users from changing the address of the bill-to customer. They will be allowed to change the ship-to. How can I apply security to the "Customer" Radio button using a function of security workbench or do i have to do it by modifying code??

Data Item is ANTY for the radio buttons on W4006B.
