Environment by user no longer supersedes environment by role

Previous to 8.9, if you specified environments allowed to logon for a user, those choices would supersede those specified by their role (example: Role can logon to PD9 and PY9, but user in that role is explicitly set up to be able to logon only to WPD9, then the WPD9 "override" would be observed and the user will be presented the option to logon to WPD9 in their Visual Assist).

Now, in 8.9, we are observing that the role takes precedence. So, in the above example, the user cannot logon to ANY environment now, because the role is not allowed to logon to WPD9. The only way WPD9 would be available to the individual user would be if WPD9 is also available to the Role. Obviously, this is not what we want...we want WPD9 available only as a per-user one-off choice.

Has anyone seen this new behavior, is there a solution to my business problem (the example), and is this a bug, a WAD ("working as designed"), or a BAD ("broken as designed")?
