OW Centralization

I would like to centralize three countries in only one server and in only one environment But, I need to separate the library or databases for DATA. Just for data. All the programs, security, control should be the same. I appreciate is someone can help me with his/her experience.

It was my understanding that you can only have ONE data library. This is because logicals cannot be built over two libraries (One World restrictions). We had two libraries (XXXDTA and XXXCUSDTA). The XXXCUSDTA was for "custom" files. We had to combine everything into a single library.
