Sub System Job Failing

We created a Custom UBE with Sub-system processing turned on with duration of 120,000 milliseconds. This program does some processing on the database. After the Package build and deployment, we submitted the UBE manuallyy on to the server and we see and Record in Work Submitted Jobs as "P" Status anmd it created another record in the Work with Subsystems screen within the Processes Radio button.

We were expecting the UBE to be launched every 120000 milliseconds but that is not happening and not even once has the UBE done any processing.
