If your BSFNs are mapped to the server, this could be a potential culprit.
Especially if you have logging enabled on the enterprise server.

If you are using the "W" environments, have one of your users reporting the
latency log into a normal environment (e.g. PY7333 vs. WPY7333) and see if
there is any change in responsiveness. This would configure the session to
run all BSFN locally and give you something to compare.

With a T1, you have approx 1.44 Mb/s. What other kinds of traffic use this
link? File transfers, Internet surfing, streaming media, printing?
For a test you might ftp a 1MB file from one end of the link to the other a
few times to get an idea of the throughput available.
