If you include a subtemplate (e.g. an imported RTF file for boilerplate information like terms and condition), once you upgrade to tools release 9.2.1.2 or higher, you may find that your RD jobs end in an FX status.
This is due to new security measures introduced by Oracle. For a workaround, please refer to the following Oracle document:

This issue took me way too many hours to troubleshoot, so hopefully this will save others that time!
