Batch Details Not Posting

Has anyone seen a situation where a particular transaction type fails to post the batch detail but posts the header? Is there a way to see when a F0011 Header record was updated? The usual fields that populate the job and user are blank in this table.

this can happen when you are running row security (for example for F0911 table) and posting UBE (R09801) is able to access batch header (F0011) but cannot read / write details.

It's not consistent, though. I'll check into the security aspect and confirm that these particular users have the proper role security.
