Web clients screens coming up blank white

Once a user has logged in successfully to a web client, when the select a menu item the screen appears but is all white. This happens to all screens, all modules and all users.

Has anyone seen this before and have any ideas on how to fix it?

We are currently Websphere 4 on Win2000 Intel Servers

We used to get that fairly frequently. If users right mouse click on the blank (white) screen and click refresh, the application should come up OK (depending on the browser). Since then we have done a lot of tuning on the web server including adding a service pack.
