Disable the New Format button

All users are on Terminal server. If the create a custom tab where they change the grid column sequence we get "Failure to commit" errors.
 
Why don't you just create a Public custom tab for that application for all users.
 
Could you please advice how to create the custom tab for the application for all user by disable the new format button?
