Location Master (F41021 LILOCN)

Was wondering if anyone has had any issues with this. JD Edwards allows you to add items to the Item Branch (F4102) and allows you to add these items without specifying a location. The problem is - sales and mfg receive errors (No Location Found) when answering messages. Is there a way to "force" JD Edwards to not accept blank as a valid "location" By doing this - I am hoping to prevent items from being added without a location.

In the branch plant constants you can turn on location control. With this
turned on you can then limit the locations to only those locations specified
in the location master for that branch plant. If you eliminate a blank from
the master list, the users in purchasing, receiving, sales, or inventory can
only use valid locations that are listed in the location master.
