Actually if you check your ES package build directory you'll see that the
global tables and data dictionary specs don't get built in a normal package
build. So when you deploy the package which is just a file copy it doesn't
touch the global tables or data dictionary specs.
When I change row security I refresh these spec files on all FAT clients
(login script or SMS), Terminal Servers and Enterprise Server.
