We can restrict users not to use option like add/change/delete for this
program. What I was asking was not to allow authorized user to change the
UOM conversion factor if the item is already in use or transaction are
already made. Once an item already has transaction and the UOM factor is
change it will be hard to reconcile the early transaction (this could be
bigger or smaller depends on the change).
Thanks anyway Gavin, for your effort! We are still in the process of
looking for a better way to do it.

It is possible to restrict/allow a user/users ability use the
Add/Change/Delete function on the <Item Units of Measure> maintenance
screen using action code security (option 4 / G94).
