I might be confused with something else I read, but I think I remember reading about a UBE that reports all modified objects and new objects (custom) in a pathcode. Does anyone know what UBE that is...if there is one?

Try the R9840D report. I'm not sure if this is what you are looking for but
its shows modified objects.

There is an interactive application that you can use to QBE the information out. It is P98401, Specification Merge Selection, located in GH9611.

The UBE you are looking for is R9840D. They always used to recommend this UBE in the Upgrade/Update manuals. It will go into excruciating detail (down to the event rule level) on what has changed about an object. This was to aid in possible retrofitting of an application after an upgrade/update.
