Update Packages

Whenever we build an update package for something as simple as a report and deploy it into PY it causes the users in PD a problem. The problem: the user cannot reference a table item and JDE will display a red flag. The package is deployed. The user signs off. The user signs back on. The user can access the table with no problem. JDE said there are baseline system files used across pathcodes and environments that are being touched during the build or deploy that locks the file(s) for just a split second causing the problem. Just wanting to get confirmation on this.
