Commitment Method

Does anyone have an idea why commitment method 3 (lot expiration date) does not appear to be working and provide a possible solution. When we initially used lot expiration date the lot master would reach a certain volume and then give up searching. As a temporary measure we are now using commitment method 1 (location with most quantity) which is not ideal.

Any help would be greatly appreciated
