JD12311 ESU Server Build Failing

.Anyone have an AS400 and installed ESU JD12311? (I installed the prereq JD11968 and everything went ok). The client build for JD12311 went ok. Server build giving Pack Add Failed errors for a couple of objects. I can go into OMW and the objects do exist. The R9622 report says the build was successful but the D960474B, D960474C, D9670DA objects say Not Built. The R9670 object on the report says it built.
