LocalCodeSet in JDE.ini

I’m use Language=Russia.
In Oracle on Server and Client set NLS_LANG=American_CIS.CL8MSWIN1251.

Based on Document “OneWorld Xe Supported Character Sets” dated by August 2001.
I’m changed LocalCodeSet set value = RS_CP1251 in JDE.ini on client (before it was LocalCodeSet=WE_ISO88591).

Result - Nothing changes.

All data was early entering in Russia seeing well. New data entered with new LocalCodeSet=RS_CP1251 also seems good.

When I’m Change to old LocalCodeSet=WE_ISO88591 also all record entered with different value LocalCodeSet nothing different. (Use SQL Plus for view this record not also not seeing differences)

May explain this situation?
What value LocalCodeSet must be used?
How value of LocalCodeSet affect on work JDEdwards?
