8.12 Package Install Issue

We are running E812 TR8.96.01.02.0 and client packages are being deployed to development Fat Clients. When the install of a DV Package completes we get errors on login that it cannot get to P98MOQUE. The jde.log file states that it cannot find a whole series of tables. The jdsinst.log file says that it could not mount the JDELocal_DV812 database. No database files are created for JDELocal database. In the data folder of the DV Install package the .mdf and .ldf files are called JDELOCAL_PS812 instead of DV812.
I need to know first, why it is pulling in a PS file instead of a DV file. This may fix the rest of the issues.
