F0092 user and license

Hello there
Just wondering if i create some users in only F0092 table to access our application. Will oracle consider that as licence? Note this users will not be using the JD Edward it is just an account.

They consider the number of enabled users, but I believe the bulk of a license audit is based on the number of unique users in the transaction tables over the last whatever period of time they are auditing.

I totally agree with Ken

We create lots of TRAIN IDs and service accounts and Oracle has never charged us for those as individual licenses.
