OMW project within another project

Is there a way to prevent developers from moving an OMW project into another project? Once they do it they cannot remove the project from the project since the arrow to move it out is grayed out.

It can actually be moved out. I've done it at some point in the past.

you need to add yourself to both the parent project and the child project within. then you can move the project out of the original
