Oracle\'s Licensing Model for JDE

Folks, I'm sure some of you are more familiar with licensing than I am.

My question is: If a customer had 20% of their users doing only a routine task on JDE, such as entering and approving requisitions for non-inventory items (office supplies, contracted services, etc.) -- and there was a way to do this outside of JDE, would removing those users save substantial JDE licensing fees?

Not if Oracle can help it

Reducing the number of users should reduce the base foundation cost - which has to do with named licenses. Application suites/modules are based on company revenue generally - not the number of users. Oracle has gamed this pretty well to ensure maximum revenue.
