User provision Scripting tool

Has any one used any user provisioning tool that works with JD Edwards( web and windows) and other application (web and windows).
We currently use Rational robot, but the tools set is very old. It basically read the excel file, create users, assign roles, Batch approval matrix etc in Enterprise one. IN addition, it creates users in other web and windows based application. We are tools release 8.96.2.3. We are not yet able to read LDAP etc in E1...
