PSAPI.DLL error when installing OAS

I'm installing OAS 10.1.3, the launcher gets to about 57% then throws the following error:

The procedure entry point GetProcessImageFileNameW could not be located in the dynamic link library PSAPI.DLL

Has anyone seen this and know how to resolve it ??
