Why vanished the Flashing Envelopes?

I experienced more times that I haven't got the pretty flashing envelopes on the menu bar when I have a new private message on the Forum.

Is it a problem again only on my site or a common one?
I liked that envelopes /w3timages/icons/cool.gif
