F98611A ramdomly not backing up

We are on as AS/400 and randomly our F986116A table is causing our backups to fail because it is maintains locks from random UBE's. We have tried several different things like ending all SQL jobs on the 400 before backup. However locks still are randomly kept on that table.

Has anyone experience this?

Are you using 'save while active' and if so have you set it to '*LIB'?

No I am not doing a save while active, we end E1 and a few other sub systems nightly and perform a restricted backup of identified libraries.

I'd try a SWA, are you getting a message that the file is in use? SWA, solves a whole slew of other issues with SQL and commitment control also.
