ESU creation

Hello, guys.
Does anybody of you know how to create ESU?
I can't find the process description anywhere on the internet.
I saw one reference to otm-00-0001 document on this site (post) but I didn't find it anywhere.

BTW We're using Xe version.

As I know, the tool is Product Packaging.

You can search it starting from here:

Oracle Documentation

In our XE documentation it is a separate doc under Technical folder.

If you have installed the on-line help, then you can found a section under Tools, Technical and Foundation.
