Installing to existing OAS

We are trying to inplement the Enterprise version of BI Publisher. As a test we put up a standalone install and everything worked fine, so we decided to proceed with this. We did not want to use a server just for this applciation, so we decided to install this on our Development web server (OAS). We followed the instructions for installing into an existing OAS install and everything seemed fine, but when we try to browse to the login page we just get a Page Cannot be Displayed. We are on the proper version of OAS. Unlike our standalone install, this install does not give us entries in the start menu with batch files to start BI Publisher. So far Oracle support has been no help. Anyone been through this?
