Error Registering OAS server with SSO server.

I am having an issue registering the OAS server with the SSO server. I am running the ssoreg command. The error I am receiving is Exception in thread "main" java.lang.NoClassDefFoundError: oracle/security/sso/SSORegistrar

I attached a screen shot. Any help will be greatly appreciated.
