is there any PL/SQL function that use to read the note saved into f00165 like the system function in OMW called
Media Objects ?

Don't think so .. those messages are stored in a BLOB (Binary Large Object) and cannot be extracted with Databrowser, UBE, or SQL. I think it is propriotary, but maybe a more techinical person can validate it.

Its not a perfect match for what you want - text returned is in Rich Text Format, but you could parse that out also if you look.
