UBE Version - Missing Specs on App Server

UBE Version runs successfully on app server, most of the time. However, sometimes the same version will error out running on the same app server. The version will run successfully after specs are submitted by using the "Advanced" button on Form Exit Bar and clicking on "Submit Version Specifications Only". Any ideas why this random act happens?

JDEdwards 8.9 (Tools Release 8.963), Database - Oracle 10g, OS - Win2003
