The Enterprise Server is not available

I get the following xml response from JDE 8.12 Enterprise server sometimes for any xml request that is sent from an external application through XML Interoperability. I am not able to duplicate this issue and it occurs randomly. Any idea what might be wrong?

<jdeResponse environment="DV812" type="callmethod" user="JDE" session="">
<errorReport code="21" state="3">
The Enterprise Server is not available
</errorReport>
</jdeResponse>
