Spec File Date-times Not Changed After Update Package

I am working with an installation of XE w/ SP23 that is new to me. We have an automated package installation process in place. The update packages are being performed automatically on Citrix - TSE terminal servers.

Question: should the spec files (eg. rdaspec, fdaspec, gbrspec) have updated NTFS date / time stamps after the update package was installed? There are reports and forms that were included in the update package.
