Multiple foundations and development

I am about to set up multiple foundations to enable testing of a new service pack. There are a few areas that I am not 100% clear on.

1. During the testing period is it possible to do any developing of reports, or should development be frozen until the new SP is in production.

2. After testing should we leave DV and CRP on the alternate foundation and if so would this entail a requirement that all developers use snapshot to switch back and forth between the foundations.
 
New Service Packs shouldn't change your UBE functionality very much. You should be able to promote and deploy to PD just fine.

After testing, your next step should be to schedule the installation of the new SP to PD, so I would leave DV and PY at the new SP, and not worry about switching back and forth, unless your testing reveals problems.
