performance degredation since as400 upgrad E810_8.904_m1

3 weeks ago we moved from and 810 to 520 AS400 with much more resources. The first week the box and apps were screaming fast. At the end of the week we started seeing dramatic slowdowns in sales order entry and it has steadily degraded since. We see UBE's sitting in qbatch using .6 of processing time and mostly in time wait. interactive is faster when mapped to the server instead of running locally.
We find nothing in full debugs saying that it is waiting on any BSFN's we are at a loss on why it continues to get worse . Has any one see similar results in your environment? The 400 is not using any resources hardly.

have you done all the "normal" steps, like delete SQL packages, etc?

Make sure you don't have debug logging enabled in the server's INI! (Not that I've ever done that... heh heh)
