select button greys out (disabled)

When users are signed in via citrix. Some of the users are not able to select reports to run (the select button greys out or is disabled) - has anyone seen this problem before?.

We've been experiencing this for sometime now. Rebooting the terminal servers would help but not anymore.

any ideas of how to fix this problem.
