Slow Package Build - Creation of GBRSPEC

We have recently upgraded from Xe to 8.11 SP1. with an AS/400 enterprise server and unicode. Full Package builds are now taking 24+ hours with 8 to 10 hours used to build the gbrspec of 3.94 million specs, (F98741). Does anyone have any ideas on how to possibly speed this up?
