Cryptic Errors in E810

Recently in E810, we cannot open tables in UTB initially. When you click the open table button, we receive the following error: jdecgrt: Unable to retrive business view information - Application P98TAM. If wait about 10 seconds, and then click the open table button, the dialog box finally shows up. This is consistent across our DV, PY, and PD environments. The JDE.log files keeps referring to the STARTUP environment:

Also, at the same time this started happening, signing on and submitting jobs is very slow. Sometimes a message will pop up saying "Waiting for Security Server". On jobs submitted to the Enterprise Server, the logs display an error message stating the following, "We might have a big problem, kernel job (pid 264) has not been started".

We are running E810 tools version 8.94.I1 on an iSeries (AS/400) enterprise server. Any help is greatly appreciated.
