New Enterprise server install - Server Build Gets Hung

I was hoping you could help me with below:

Platform: Oneworld Xe SP23_i1, AS400 (V5R3)

We have one AS400 ES (runnng on V5R3M0) for all 3 environments (DV, PY & PD). We got one new AS400 i5 server (runnng on V5R3M5). Data from svr#1 was saved and restored onto svr#2. I wanted to get only DV & PY working on this new svr#2. I created custom installation plan and ran the Installation workbench. Everything ran fine except that it errored out on the Package configuration step. I ignored this step.
Anyway, I called Peoplesoft support. They suggested Planner ESU JD23634 which I applied after backing the \Planner folder on dep svr. This errored as well. So I uninstalled the ESU and rolled back the saved \Planner folder.

Next I changed the JDE.INI on svr#2 accordingly and also adjusted all my OCM mappings and DS.

I started OW services on svr#2. Porttest was successful.

Tried a Full Client package build which completed successfully. BUT the server build seems to get hung up when transferring asvrhdr.pak from the deployment server to the new svr#2.

FYI - Client and Server Update package completes successfully.

Do I need to perform a LINKBSFN on the new AS400? I am out of ideas.
