DLLRegisterServer error while running JDE for the first time

After installation of either e810 or e811 (standalone or fat client, it doesn't matter) and after running it for the first time after all just-in-times I've got the following error message:

Trying to register jdeuser.dll manually ("regsvr32 jdeuser.dll" in the command line) results in the following error:

DLLRegisterServer in jdeuser.dll failed.
Return code was: 0x8002801c
----

I log in under Administrator to my computer.

My system is Windows XP Professions SP2

Any ideas on how to solve this problem?

does your user account have local admin privileges on the PC?

Try one that does.

My user has admin rights, and error is the same "Unable to update needed components. Exiting!"

Any further ideas please.
