Package Build issue on windows 2003 (BSFN)

We installed a new windows 2003 server to replace out existing 2002 CRP enterprise/logic server and since we put the new server in place I am not able to build any clean server package. The build is failing on only business functions (BSFN), it is not a compiler error and I have verified all the system environment variables. I am attaching the current error we are receiving in the compile log files all the logs are the same. The actual JDE log files are clean.

We are on Xe SP22_S1 U6, the current server is on MDAC 2.8 which I don't think has anything to do with BSFN compiling.

I believe the issues is resolved....I was able to build an update server package successfully.

I deleted all the C++ system variables and re-entered them, bounce the server. I did the same thing about 10 times yesterday but I was editing the variables not recreating them and they were not sticking after the reboot.
