Funtional Specs

Can anyone please tell me who to write functional specs.What do it need.What questions to ask.

Functional spec is normally drafted by Business Analyst or Functional users. It normally covers the business requirements/case and defines how it can be accomplised stating the changes required in ERP.

Normally it will refer to Forms, Menus or versions required to be revised for the requirement which can be as simple as, Add new row exit in Form PXXXXX.
