Issue with submittig job on web for a user

Hello
while I am submitting a Ube over the web, I get an error saying you are not authorised to submit this report . It happens with all the UBE.

I can run the same job in both dv and JDV environment from citrix or fat cleint. We have noo make any security change. However this particular user is exp. this issue.

I have bounced web server many times , so security cache issue should not be an issue

we are e810, 8.94 d1 nt sql platform

Any idea what could be casusing this issue
