AS/400 System Time Change (Spring Forward)

April 4th the enterprise server (AS400) needs to shift time to 3 AM when it is 2 AM. But there is another system value on AS/400 called QUTCOFFSET which means the number of hours offset from Greenwich time and is currently -5 hrs. My question by changing time + 1 hr at 2 AM should I decrease this QUTCOFFSET to - 4 hrs or does JDE use this value anywhere to calculate ? Generally as per IBM books the following is the example given -
Suppose you have multiple systems in a network: the main system in Richmond,
Indiana (Eastern time zone); one in Rochester, Minnesota (Central); and one in Los
Angeles, California (Pacific). QUTCOFFSET would be set to ’-0500’ on the
Richmond system, ’-0600’ on the Rochester system, and ’-0800’ on the Los Angeles
system. Each system could use its local time for the system time. You could use
QUTCOFFSET to calculate a common time among all the systems.
 
Eastern Time Zone
Daylight Saving Time: -4
Standard Time: -5

Central Time Zone
Daylight Saving Time: -5
Standard Time: -6

Mountain Time Zone
Daylight Saving Time: -6
Standard Time: -7

Pacific Time Zone
Daylight Saving Time: -7
Standard Time: -8
