Data Selection Criteria Missing

I have a strange problem that the Data Selection criterias for this particular report R31322 seems to be missing/blocked. The only criterias are "EQUAL TO" and "NOT EQUAL TO". All the others, ie. "LESS THAN", "MORE THAN", etc.. are not being displayed. There are no errors in the log files, and everything runs fine. We have not run this report before and are planning to use it.

All other reports are fine. It happens to all environments including PRISTINE. What actually is the problem?

I made a copy of the XJDE0001 version to look at the data selection and all the comparisons come up for me.
