UBE deployment

I modified the R04572 UBE to retrieve the payor company name and address. I only modified the UBE. I did not modify any versions associated with the UBE. Our CNC contractor has told me that the UBE can not be deployed to production without an associated version within the project so I checked a version into my project and then checked it back out without modifying it. Everything deployed OK but can't a UBE be deployed by itself without associating a non-modified version with it? TIA.
